Is Bonding a Done Deal?

Well don’t look now but it looks like a vote to bond the entire public works building is a near certainty. Out of nowhere an EDA meeting was scheduled for December 16. And the meeting just happens to be AFTER the council meeting instead of before. Take a guess what’s on it; lease-revenue bonds for bonding the entire public works building. You don’t believe me? Check out the agenda HERE

Now to review, financing the public works building is on the December 16 agenda. If bonding the whole project is chosen, then the Crystal EDA (which is the city council under a different name) has to “approve” lease-revenue bonds. Supposedly, the EDA is meeting to discuss a lot sale. This could easily have been done 5 minutes before the meeting. But, city manager Anne Norris scheduled the EDA meeting AFTER the council meeting allegedly because there is a reception for the losing council people beforehand. So they lose an election and then use that to force a vote! Hilarious!

So what happened? Did a council member go to Anne Norris and ask to put this on the agenda? Did Norris use the reception for outgoing council members as an excuse for holding the EDA meeting after the council meeting?Approving a lot sale could take 30 seconds so there’s no reason to hold it after wards unless there is compelling reason.

So what does this tell me? It tells me that the votes are there to bond the entire public works project. I’ve asked for legal advice on this and I’ve received conflicting answers. It seems as though these bonds won’t be able to be written and sold that quickly (before the new council can rescind it) but I don’t really trust anyone here. If the bonds can’t be written they why have a meeting? Why talk about it? It tells me that it CAN be done or the bond-everything council people THINK it can be. Nothing else makes any sense. Why talk about it if it can’t be done?

    If the bond everything get put through and the new council can’t rescind it, can the city pay it off early for cheaper?
